Best to, as you say, right click the .deb and install with dpkg.

AFAIK thats not the default behavior it should open up one of the package handlers but i forget what its called at the moment.

KPackage is no good as it cannot handle dependencies (AFAIK). Default package installer should be gdebi-kde IMHO.

I think you have to have the gdebi package installed for the click on a deb package elicits the automatic install.
