No password-less shh if xfce session not up

I have installed LM 13 Xfce and installed ssh server on it. Then I configured password-less ssh following this instructions = ... -password/

I noticed that I can only do password-less ssh if I'm logged into xfce. If I reboot the machine and leave it at the login screen then password-less does not work, it will ask for password. As soon as I sign in it works. In the same way if I log out it stops working.

Does anyone know why this happens and if there's a workaround?
