WIN-! etc not working to move window to another workspace

This is an odd issue that I haven't found a post on.

I have two primary types of hotkeys to manage windows.

Set one: WIN-1 through WIN-4 to relocate my view to workspaces 1 through 4.

Set two: WIN-! through WIN-$ (e.g. shift 1 through 4) to move the current application to workspaces 1 through 4.

That second set of hotkeys is not working. I've double-checked and there is no conflict with other hotkeys.

The hotkeys themselves are accepted by the settings program, so I know that the window manager is receiving the signal.

Also, I do have the correct number and dimensions of workspaces set up. I can manually move windows between workspaces without issue.
