XFCE Keyboard Application Shortcuts do not work

Fresh Linux Mint XFCE install. Any shortcut defined in Settings > Keyboard > Application Shortcuts, including the defaults, do not work.

Is there a service that needs to be turned on by default that is missing, or is something else overriding keyboard shortcuts?
