I see that Mint17 is still using xfce 4.10 whereas xubunutu 14.04 uses xcfe 4.11.6. Is it possible to configure Mint17 to use the newer xfce?

Probably you can install it, but if it is not in the repos (I assume), it is at your own risk - I would not do it.
