Hi,
My search for a solution to this (probably simple to fix) issue turned up no fix, so here goes:
Running Mint 5 Fluxbox on two laptops: a HP/Compaq nc6220 and a HP R4000.
Mute, vol up and vol down keys will not automatically enable on login, but come to life the moment Others > Keyboard Settings is selected.
I have tried with and without "Use X configuration" selected.
If session is ended and same account logs back in keys are disabled until Keyboard Settings is selected again.
Does anyone know how I can get these keys to enable automatically?

I have noticed that problem also - I believe it is a bug in xfce. Best to visit the xfce forums/mailing list/ bug trap websites:
