GNOME Epiphany - Custom CSS

making a CSS page with:

body {
max-width:600px;
min-width:400px;
}

these setting`s will only effect the default browser, debian page.
Mint and Google still show a scroll bar with a width of maybe 14000 px.


I am working with a 10 inch screen on a HP Mini
set at 1024 x 600 , pluged into a 20 inch sam sung screen set at 832 x 624.

Do i need to make a Java_Script file with Conditional statements using regular expressions.

any good reference in use of objects besides body.
its been a while since i worked with Java_Script.

And where could/would a Java_Script file need to be pluged in.

I have been looking at GNOME docs, is there somewhere in there info for a top level config script for the browser.
