AMD fancontrol settings

I am unable to get both fans to run at a given speed. Let my try to clarify.
When I...
:~ > aticonfig --pplib-cmd "set fanspeed all 100"
... only .1 fan runs 100%
When ...
:~ > aticonfig --pplib-cmd "set fanspeed .1 100"
... the .1 fan runs as it should at 100%
When ...
:~ > aticonfig --pplib-cmd "set fanspeed .2 100"
... the .1 fan runs at 100%
Adapter .2 never runs at 100%
It seems that no matter what I do, I get the same results.
