to add to the bianca repository

I believe that xchat-gnome needs to be added to the bianca repo, this is because the version on the ubuntu repo is 0.13, which came out 7 months ago, 3 versions have come out since all with numerous bug fixes.

I know it's a small thing, but it's an important program for irc users.

I would provide the .debs as well
