I suppose Kernel and Xorg updates will be made available in Linux Mint 13 as Level 4 and 5 updates. If you're concerned about security, you may want to upgrade. Please note level 4 and 5 updates may sometimes cause regressions depending on your hardware.

Ubuntu 12.04.4 LTS makes available the Linux 3.11 kernel, packs in Mesa 9.2, and has other X.Org stack updates. There's also other minor new package updates like to Mozilla Firefox and Thunderbird.

While a core part of this release, the updated ‘hardware enablement stack‘ won’t roll out to everyone. Only installations made using Ubuntu 12.04.2 or 12.04.3-based images will automatically receive the updates.
Isn't Maya based on 12.04[.0] and not 12.04.2 and up?
Those who installed using previous versions can choose to opt in to this HES update using the following command:

Hello, Pilosopong Tasyo.

You are absolutely right. Mint 13 "Maya" is based on Ubuntu 12.04[.0]. Therefore it comes with the initial kernel from the K3.2.0 series and with the corresponding old hardware enablement stack. (cf. here e.g. where another user had started a similar thread)

Provided you have Mint 13 allowed to install all available Ubuntu updates, it will have silently advanced to the software level of Ubuntu 12.04.4.
But the kernel series K3.2.0 and the corrsponding old hardware enablement stack will not have been automatically upgraded to anything more recent.
Doing so is a manual step for all users who originally installed
+ Mint 13
+ Ubuntu 12.04, 12.04.1, 12.04.2, 12.04.3
Only users who install Ubuntu 12.04.4 from the new ISO images will automatically get the Saucy kernel series 3.11 and the corresponding Saucy hardware enablement stack on their Ubuntu 12.04.4.
