General upgrade directions?

This question is again from a Linux newbie, and I'm asking with curiosity from all directions, though especially for when Mint 2.2 comes out to upgrade from 2.1.

What is the general "upgrade" method for going from one Linux distro to another, or to a new version of the same one? When doing so, are there certain files/directories that get overwritten, but everything else should still be there? Or will everything in the installed partition be wiped out and you need to keep important files in different partitions?

Can certain desktop settinngs be preserved (like I think I read that Xandros can import these settings from Windows)?

If these have already been answered in depth somewhere, providing a link would be great too.
