cinnamon is available in the raring official repository.

They had to do something to slow the exodus from Ubuntu due to Unity.

and they are keeping it fairly updated (1.6.2 in universe and 1.6.7 in proposed)

well, the way ubuntu has tied its branding/recognition with unity we can *almost* say that using another DE is not using ubuntu (or not "having the full ubuntu experience")

I don't understand why have Cinnamon on Ubuntu, having Mint. But well, if Ubuntu has Cinnamon on their repos, Mint should have Unity...

It does...check the package manager and you'll find Unity 6.10.
