Ubuntu 12.04 - User Account Permissions Question

So I have my own dedicated server running Ubuntu 12.04, and I've been trying to find results on Google about this issue to no avail. Hoping someone here knows about this and how to fix it.

I recently offered hosting to a friend and set up an account for him so he can run Source engine servers like Team Fortress 2, Left 4 Dead 2, etc.

His servers use SourceMod, and for some reason whenever he installs any plugins that automatically generate a config file, the new file ends up with "root" ownership and permissions, instead of the ownership being under his account, which results in me having to go in and change the ownership and permissions over to his account all the time.

How do I go about fixing this so any files generated by the gameserver within his folder (/home/hisuseraccount) use his account as the owner?
