Hace algunas horas encontré esto: https://github.com/Xancomp/mate-globalmenu
En realidad no estoy seguro si con eso se instalará, pero como sea lo intente.
Lo extraje en Home en una carpeta "mate-globalmenu"
Abrí la terminal e hice:
cd mate-globalmenu
./configure
Y siempre habia un error al final, que me faltaba alguna librería, etc, la instalaba por synaptic, y me faltaba otra..
En fin, mejor dejo lo que salió de la terminal.
