According to distrowatch, Mint is the number one OS. I really do not see your point. Linux will never have an organized order as suggested in the link you posted. Why? Because it is opensource and if someone wants to, they can make their own OS and redistribute it. I also do not see a reason to organize it and limit peoples choices. Through the cli, they are all pretty similar too.
