Depends on the version of mintMenu you use
In the latest (3.x) you find a simple GUI setting for color immediately you right click it
In earlier versions you get the gconf-editor when you right click and you have to use hex values for colors

My answer was for changing the menu button
Desktop background can be changed after a right click of the desktop

Changing color on the panel requires adding a file to your home directory to allow you to change configuration. info is at http://brentroos.com/2006/07/07/change- ... ext-color/
