10,000 Images

If I had 10,000 images (TIF) divided into 100 groups,
100 images per group,
how could I provide Internet access to the groups and their individual images?

I would want anyone to be able to view and copy/download images via Internet.
I would not need to know who is viewing what.
And I would not want anyone to be able to change anything.
As many as 50 people simultaneously may be using this service.
Several people may want to view the same group and photo at the same time.

My apologies if this message is out of place.

Maybe setting up a FTP server or connection for each user in such way that every user has it's own access to it's very own folder/map/images.
