Right-click an empty spot on the panel, select Panel > Add New Items. Scroll down, and add XfApplet. Find the added XfApplet icon on the panel (small yellow circle with a black mouse silhouette in it), right-click that and select Properties. Select mintMenu. After a short load time the new mintMenu button should appear on the panel.
