Theme folder

I need very spicific instructions on moving a new theme into the "Theme" folder. Error message for drag and drop PERMISION DENIED. Tried several command line suggestions on the forum but, am obviously too unfamiliar with the code structure. Why do I, as the the only account holder have to have permision to move or extract folders wherever i please? Thankyou for your help.

It's to protect you from yourself (and malicious software).

Anyway, where are you trying to move the contents?
I know there's one in /usr somewhere (which you'd need to copy as root), but you could instead move the contents to ~/.themes
eg. /home/user/.themes/awesometheme
PC: LM 13 x64 MATE/Cinnamon, Kernel 3.9.3-pf, Nvidia GT620, i7 3770K, 16GB RAM
Laptop: LMDE x64 MATE, Kernel 3.9.3-pf, i3, 6GB RAM

I found a video on youtube that showed me how to change ownership of the theme file so I can now add files. The new themes, however, do not show up in the settings representation where the user can select them. Any suggestions?
