Open Menu with Mouse Click

I am new to Linux... so I guess you can call me a newb.

Is there any setting that I can change that will make the menus open with a mouse click instead of opening as soon as I hover over them. Or even delay the hover time to a longer delay?

I am running Mint KDE 64 bit. I did see in the application launcher settings that I can uncheck the box and now that opens on a mouse click but I can't find anywhere to do it in other programs like Dolphin or even firefox. I would like to have it system wide.

I appreciate any help given
