Bottom panel problem

I've just moved from Mint 11 to Cinnamon 14 and am trying to set up my bottom panel so that icons are in the same place as previously. I like the edit mode switch - avoids accidentally shifting icons in use. But how can one move icons about individually into new blocks? Icons chosen by right clicking in the start menu all end up on one block and can't be separated or re-arranged.
