Why would something happen?
There are so many spaces in there that the terminal gives up :)
Seriously - you can't have spaces in a path or name in the terminal
Just rename the file to something without spaces - myfile.chm perhaps and try again

Or maybe try typing the name of your file in quotes: "Ubuntu Hacks Tips and Tools for Exploring Using and Tuning Linux - O'Reilly.chm"

But if you want read a CHM file you can use Gnochm (a "CHM file viewer for GNOME. Gnochm is a Compiled HTML Help (CHM) file viewer for GNOME systems")

Type in the command, then drag and drop the file into the terminal, found that to work the best.
