Is my graphics card working to full potential?

Are these figures low or high? Should I be satisfied. I don't often play games. My kids are starting to use simple games.
Also towards the bottom, the figures make a huge jump to 2200 FPS then drop back. WHY?

I have an ATI radeon 9600 sapphire graphics card with 256Mb running on an 800mhz with 1.5Gb ram.

After more than a week of searching forums and trying several well documented workarounds I have given up on installing ATI drivers............................................for the rest of my life.

FPS = frames per second
google: "fps acronym"
top hit: http://www.acronymdb.com/acronym/FPS

TV and movies are in the 25-30fps range. Anything >30fps is effectively seamless and smooth as far as your eyes have been trained to notice.

My original questions still remain unanswered
but now I have another

I notice that with any movie the faster the action the more likely the frames will be stalled or jerky eg a car chase or people running and changing direction quickly.
I am using movie player. The image is great,,,,,,,,,very clear
Would changing to another player make any difference in removing the jerkiness or is this related to the frame rate

I am not sure if this helps... but this is what I realised...:

with hardy, it seems there are issues with proprietary nvidia / ati drivers (I have nvidia 8600M GT). some how I managed to get the nvidia proprietary driver working but had noticed some sluggishness while switching apps with alt-tab. But the concrete evidence came when I hit upon a site to test my LCD:

on this there is one test for response time, which has a test for "Input lag test" there if the frame drop shows up in red it means there is something wrong with driver... mine shows at 30 to 40 with proprietary driver. But with old Daryna with properly working driver, it stays within 3 to 7.
