Selecting panel background not right

I have Elyssa installed. I went to panel background to change the background to an image. I selected the image to use and went back to the desktop. I can see the image design, but it is covered in white. The image should be black with green designs, but it looks like it is covered with a thin sheet of white.

I used this image in Opensuse KDE fine. Any ideas?

It doesn't matter what theme I pick. The panel is white over the image.
