Are you connected to the internet, and not just your own LAN?
Try to ping something - like an OpenDNS server

ping 208.67.222.222

If you get a response it's a problem with name resolution and a solution is found here

USB adapter connected direct to the internet, no modem or router is used.

Well that's impossible when it comes to wifi
Do you use a "hot spot"?
Please tell us which dongle you use - the chipset is the most important fact
