I booted the live cd and only noticed three icons: install,mint home,computer.
Nothing else was visible no panel or way to launch applications. Is this normal?

No it should have shown up.
You could use Alt + F2 to run killall gnome-panel and the run gnome-panel &
This should then bring up the panel.
