As the topic says, I cannot install gnome tweak tool..

I wonder a bit why you would like to install gnome-tweak-tool which extends the functionality of gnome-control-center, because Mint 17 does not use gnome-control-center?
Assuming that you are using Mint 17 Cinnamon desktop, your control center is named cinnamon-settings.

I just needed a way to control my icon set, but I found there already is an enbedded option in the panel settings
