I would like to install/update some packages but I am not connected to the network. Is there a way to obtain from the package manager a list of all the packages it would download so that I can retrieve them from a network connected computer?
How can I then install them?

You can mark a package for instalation from Synaptic and then it will list wich other packages will be installed (missing dependencies),or you can look up a deb package and its dependencies on the web (http://www.debian.org/distrib/packages#search_packages
