apt can't find new version of packages

apt can't find new version of packages

Hi
I have GIMP 2.8.10 on my system. in GIMP official download page , new version is 2.8.16
i run "apt-get update" but package managers says my current version (2.8.10) is latest release !
i check "apt-cache policy gimp" but same result.
whats wrong ?!
what is the right way to check new version of all packages or specific package ?

In case of Gimp you can get newer version by using this PPA: ppa:otto-kesselgulasch/gimp.
