I opened Control Panel and edited screen resolution from 1440x900 to 1600x1024 or so, and changed bit rate from 50 to 75. After applying changes, the window became darkened and I could not see the start button, and hence cannot start programs or close the window, if logged in. Kindly tell me how to change screen resolution and bit rate in command line mode.

On command line hopefully someone else will reply shortly, but have you tried booting into Recovery mode? It should be in your boot menu.
