You'd be better off starting with Debian rather than Mint. If the goal of your project is to have a minimalist operating system starting with Mint doesn't make much sense. Start with Debian which out of the box is pretty minimal already.

Even better - go for Linux from Scratch, or Gentoo, or even the Ubuntu minimal disc or INX. As for your original question, maybe, maybe not. Some will be deeply involved in the workings of the system, others will be theme packages.
