Selecting a preferred source of repositories

Hi,

Each time I try to install a new software or update an existing one, downloads can be VERY SLOW even though the computer local network runs with optic fiber internet access. I experienced the same with Ubuntu until I discovered I could manually select my preferred source of repository. After selecting one nearby, downloading packages were no longer a drag. I tried to find this utility within Linux Mint OS and I don't seem to find it. Is there any way to select another source than the crowdy main source ?

Ubuntu mirrors are found here: https://wiki.ubuntu.com/Mirrors
Navigate to the Jaunty-Updates directories and paste the correct URL into Menu, Package Manager, Settings, Repositories, Add.
Remove the slow mirror. Then Reload.
