What's your setup? The standard Ubuntu / and /home? Personally I use data partitions to store my data on and wipe /home each time I upgrade (but save needed config files).

Your only problem with keeping /home is that your old config flies/folders will remain (and so your new Mint will look like your old Ubuntu, some apps might break). I think if you put all the (hidden) config files/folders into a new folder before upgrading your home should then be automatically populated with new config files. Any old files/folders that you need to keep (firefox etc) you can then copy across after installation. Or you could choose to mount your old home as a data partition and copy across.

And yes you need to reinstall any extra apps that are not part of the standard Mint installation.
