Sounds like you may have accidentally removed the "Window List" applet on the panel. Try adding it - right-click on the panel > Add to Panel > Window List.

Your solution worked for me also. Already i faced this problem twice and i dont know how to solve i formatted the os and installed to solve this problem, this time also i deleted the window list from the panel. Thanks alot for the solution
