All open applications have a "little box" in the panel for this purpose and if that does not exist something is wrong. Maybe you find something in the configuration editor that controls this behavior.

I've hunted around on another user login and found 'Windows List Preferences'. It appears one of these options might help. But I can't even find 'Windows List Preferences' on the user account experiencing the problem.
Well I plan to save my settings and do a reinstall for upgrade to Cassandra, maybe I will not have this problem there.
