Can't Switch Keyboard Layout (Bug?)

Hi. I'm new to this distro, so perhaps I'm doing something wrong, but it seems like a bug.
I frequently need to switch keyboard layouts. If I open up a terminal and switch it with setxkbmap it seems to work fine, but for some reason I can't change layouts using the key sequence I selected in Mint's Keyboard Preferences menu. I tried using several difference key sequences, and none worked.

Any suggestions?

What Key Sequence do you want to change to?

Funny, neither "both alt keys" or "both ctrl keys" work here, but "both shift keys" does and the other variants seem to. I'm testing these now and will see about a bug report upstream.
