I want to set 3 users, one is for myself. other 2 for guest, but one use English like menus, other one use another language.

Don't understand what you're asking here? Create the user accounts, install language support or ?

The OP wants to set up 3 accounts, the two accounts localized in the language of his/her choosing and the third one will be localized in the English language.
