Cups DDK is not in Package manager by that name. What is offered in response to a search is hplip-cups. This is a cups driver package for HP printers, It may or may not satisfy the dependency. Try it and see.

PolicyKit is in both Package Manager and Software Manager. Just search policykit and install it.
