What to use for .EML files

I have run into this issue many time. I received many .eml file and not able to open them correctly. I have tried the trick with thunderbird but this does not show the picture in the email. yes I am able to read the body but unable to see any pictures that comes with it.
Is there anything new that works better please let me know.

Thunderbird is supposed to open .eml files. You may need to select it in file associations.

The real problem is that these are not messages that are opened by thunderbird but are web based email that have attachments that are downloaded to be view. (.eml) is the format of that attachment. Now you can open them with thunderbird but like I said no pictures show for me.
