hi everyone
can anyone tell me a nice program, free program to convert windows files into an iso in linux mint
and what would i run it with
the program is pheonix simulator 2.5

You can use brasero to create ISO. Most linux burner can do it also

Since this app is designed to run in Windows, it would probably need to be run under Wine, if it is supported . A quick check of the Wine app data base showed no entry for Phoenix Simulator 2.5 so it may not be supported.
If the app will run with Wine, you do not need to convert it to a .iso file to transfer it from Windows, just install in wine using the same media you used to install it in Windows.
You could also try Crossover Linux. This is a non-free Windows Emulator available here
