After selecting Extra under Appearance > Visual Effects, I rebooted and get the wobbly windows and can click on the multiple desktop squares and the desktop spins around, but when I go back to Appearance > Visual Effects the Extra button is not checked off, none of the buttons are checked and there is no visual effects control panel. What else is needed to make it work correctly?

There is also a GL Desktop button that I click on and it does nothing. What is that for?

There is a bug in this "control panel" so you don't see anything ticked but the selection you made is active anyway
