Ok, I have a toshiba laptop with no USB recognized in boot, and no CDrom drive so I installed Mint to a Dell computer and then swapped the harddrive into the toshiba which, after changing the video driver, got me a workable system but there are small nagging points, such as the computer not turning off after it has shut down, which make me feel like there must be a way to have the system recompile the drivers from the CD since the system once loaded recognizes my external CDrom drive, as it does USB ports(but not in BIOS)

Mint configures the install for the hardware you are installing on. Your laptop has different hardware, so this method will cause glithces/problems because it doesn't see the hardware it was installed on.
