Panel edit
Are there ways to make the panels on the top and bottom of the screen less plain? For example, could I edit the panel edge that borders the wallpaper so that it has a design rather than being flat?

There are themes that does this - Lightning is one
Control Center > Appearance > Themes

Lightning doesn't seem to affect the panel at all.. Am I missing something?

You're not missing something - can be different with different video cards..
To me it looks sort of "curved" a 3 D effect...
But I don't know of a way to directly change this
There may be something in gconf-editor but I doubt it
