You'll get decent 2D from the default driver in Mint (you'll probably use the radeon driver)
This is a fairly old card isn't it?
You may have to use the legacy driver from the ATI site

the drivers for 9000 are from 2006 (=legacy)

This should work without build-essentials but you might as well install them first - you find the package in the software portal, should have mentioned that.
Then run this in a terminal that you open in the folder where the run file is

sudo sh ./ati-driver-installer-8.28.8.run 
The rest is simple I hope - you get a GUI
(You can't use rpm files directly - you have to use alien to convert them, but that's another story)
