What did I do? Where did they go? How do I get them back?
Also, in the Xfce Settings Manager the "panel" applet doesn't function. Click, no effect.
Suspicion: two symptoms are linked to same problem.

xfce4-panel missing from Autostart Apps. Added. Restarted X. Happy day.
