Hi there!
I'm using an ATI card with catalyst drivers ( through envy ). Both here, and in the system prefs I'm able to set my refresh rate to 24Hz. But everytime I reboot it's back to 60Hz. Is there a way to lock this down, so it doesn't keep changing on me?

No - you are notI'm able to set my refresh rate to 24Hz
And a refresh rate of 24 Hz would be physically painful for your eyes
60 Hz is the default for a LCD screen (sometimes 75)
