In CompizConfig settings manager you should have either Desktop Wall or Desktop cube + Rotate Cube enabled to get the behaviour you want

Re: Can't change desktops with mouse wheel over background
It's desktop wall+viewport switcher to get the behaviour the OP wants on my machine. I don't think this is the issue/solution though.
Re: Can't change desktops with mouse wheel over background
Stay clear of Levels 4 and 5 updates unless you are experiencing some sort of compatibility issues and you are at the end of your rope. Whatever you do, back up your existing installation before you attempt something -- anything at all -- that are likely to bring about unexpected behavior.
Re: Can't change desktops with mouse wheel over background
I've spent some time exploring this and all I can find is that it should not do what it does
I have only looked for solutions for Compiz - maybe this is a wider problem
I think it's time we find out about your hardware - big difference between ATI, nvidia and Intel... (and others)
Run lspci in a terminal and post here
Edit
Maybe lspci -v
