I assume it's using some sort of VGA out from the laptop?

In that case you should probably check graphics driver settings...

Windows is extremely fast after a fresh install. If you want to make it stay that way: - don't use it.

Yes, and it could be hard ware failure, the monitor isn't connected. Does the connection go through the docking station? Have you ever managed to get it working?
