this is normal behavior when mint4 win is first installed on to your computer it needs to fully install.so let it continue or it will go to a live cd type session which is what you are using.

When you run mint4win it sets everything up.
This way when you 1st start it'll install automatically.
For some reason it's not doing it automatically.
Are you changing to the Live cd mode?
If not maybe the iso you had is corrupt.
Which one are you trying to install? (main, KDE CE, etc)
