I wonder why firefox doesn't have a Bulgarian translation in Linux Mint, when you can download FF in Bulgarian for Linux from the official website.

Have you got the language-support-bg package installed (and possibly language-pack-bg)?

sorry for not coming back to this sooner, but have you logged into a bulgarian session? Most apps will pick up the language to use from global variables.
